Metrc: The National Standard
Colorado was the first state to implement Metrc (Marijuana Enforcement Tracking Reporting Compliance) in 2011. The system assigns RFID tags to every plant and product, tracking them from seed to sale. A Brookings Institution report called Metrc "the backbone of the Colorado regulatory system." The technology has since been adopted by 15+ other states.
Every licensee must maintain real-time Metrc records. Discrepancies between physical inventory and Metrc data trigger investigations. The system prevents diversion to the illicit market and ensures that every product on a dispensary shelf can be traced to its source.
MED Enforcement
The MED's 26-person field investigations team conducts regular compliance inspections, including:
- 469 underage compliance checks in 2025 with a 99% compliance rate
- Unannounced facility inspections for security, inventory, and safety compliance
- Metrc audits comparing digital records to physical inventory
- Investigation of consumer complaints and adverse event reports
Packaging & Labeling Standards
Colorado's packaging requirements, born from the 2014 edibles crisis, became the national standard:
- All products in child-resistant, opaque, resealable packaging
- Universal THC symbol (diamond with "THC") on every serving of edibles
- 10mg maximum per serving, 100mg maximum per package (recreational)
- Multi-serving products individually demarcated (scored, wrapped, or clearly marked)
- Opaque, child-resistant exit bags required for all dispensary purchases

- Employee badges: All cannabis employees must hold MED-issued badges
